    Abstract: Described herein are a system and techniques for increasing efficiency of communications and quality of a user's experience by implementing dynamic time-out intervals. When a service slows due to demand, malfunction on the server side, or local constraints near the client such as local wireless network connectivity, a client-side time-out interval can be dynamically increased so that clients are less likely to depart before receiving requested services. A server that cannot provide requested services can indicate that a client-side time-out interval should be zero so that clients do not wait on a request that will not be fulfilled. A server seeing service requests but few completions or satisfied service requests can indicate different time-out intervals to different clients, observe which intervals have higher completion success rates and then indicate revised time-out intervals accordingly.

In some examples, the LB-DP System may prioritize processing some instances of client data over others, based on client profile data that prioritizes some clients over others.     Abstract: A user device described herein suggests a change to a quality setting associated with the consumption of content from one or more content providers. The change is suggested based both on a user's data plan and on a service quality of content received by the user device. This user-selected quality setting is then provided to the telecommunication network, which reduces network resources available for transmission of the content based on the quality setting. Such reduced network resources cause the content providers to provide content at a service quality no greater than the quality setting. Also, the user may be presented with or defaulted to selecting an option for a program offering consumption of the video content free of charge when provided to the user at a limited service quality. When the user participates, consumption of video content is then conditionally excluded from a consumption metric of the data plan.

User behavior during a reduced QoE event may be reflected as equipment dynamics, which may be included in equipment dynamics files.     Abstract: Systems, devices, and techniques for providing content via a bandwidth-conserved connection to a client device is described herein. Content can be encoded at reduced rate in response to being presented with a bandwidth-conserved connection. When the encoded content is received at a network provider, the network provider can determine a transmission pattern to transmit the encoded content to the client device. The transmission pattern can include transmission periods where the encoded content is transmitted at a maximum transmission rate, followed by periods where no encoded content is transmitted. Thus, although an instantaneous transmission rate approaches a maximum transmission rate of a network, the average transmission bandwidth provided to the client device can be limited, thereby reducing congestion in the network. Further, a radio element of the client device can enter a low power state when no encoded content is to be transmitted, thereby reducing power consumption at the client device.
