    Abstract: An apparatus and method for coding and decoding digital video images, capable of maintaining the quality of static regions, such as background images, in decoded pictures even when the resolution of pictures has been changed from high to low. The apparatus is equipped with two storage units, low-resolution and high-resolution picture storage units, to hold reference pictures in two different picture formats. When processing coded blocks (or blocks having at least one non-zero transform coefficient), a high-resolution picture updating unit converts corresponding blocks of a low-resolution reference picture retrieved from the low-resolution picture storage unit to obtain high-resolution block images. It then updates a high-resolution picture stored in the high-resolution picture storage unit with the obtained high-resolution block images. This updating operation is not applied on non-coded blocks.

A synchronous word multiplexing system for coded image data inputs and codes image data, converts the coded data to a variable-length coded data, divides the image coded data into a plurality of data signals, and multiplies a synchronous word per a predetermined divided unit. Further, a timing signal for multiplexing synchronous words to the image coded data is generated based on a characteristic data, and the timing of multiplexing synchronous words is controlled based on characteristics of the image data.

Thereafter, a leak coefficient multiplying unit (4) multiplies the data by a predetermined leak coefficient and outputs the product data. A predictive error outputting unit (6) detects the difference between the digital image data of an inputted present frame and the data uncorrected by the uncorrecting unit (5), and outputs the difference as a predictive error.

    Abstract: In an image coding system having a plurality of coding characteristics, such as quantization characteristics, information of a digital image signal sequence is monitored in each of a number of predetermined intervals by forming a histogram of a sequence of coefficients which is calculated from the digital image signal sequence in accordance with each of the coding characteristics. The amount of information is calculated by summing up the coefficients in relation to every one of the coding characteristics. An optimum one of the coding characteristics is indicated by the coding control circuit to code the coefficient sequence into a sequence of coded signals in accordance with the optimum coding characteristic. The coefficient sequence in each frame may be divided into a sequence of blocks each of which is judged to be either valid or invalid in relation to each coding characteristic. Results of judgement may be included in the amount of information.

The significant area may be decided by the use of a selected one of zone detection, zigzag scanning, and adaptive scanning.
