    Abstract: This disclosure provides systems, methods and apparatus, including computer programs encoded on computer storage media, for switching a secondary cell to a primary cell. A user equipment (UE) monitors a first radio condition of the UE for beams of a primary cell and a second radio condition for beams of one or more secondary cells configured for the UE in carrier aggregation. The UE transmits a request to configure a candidate beam of at least one candidate secondary cell as a new primary cell in response to the first radio condition not satisfying a first threshold and the second radio condition for the at least one candidate secondary cell satisfying a second threshold. A base station determines to reconfigure at least one secondary cell as the new primary cell. The base station and the UE perform a handover of the UE to the new primary cell.

    Abstract: Techniques and examples of physical resource block (PRB) scaling for data channel with a hybrid automatic repeat request (HARQ) process in mobile communications are described. An apparatus receives radio resource control (RRC) signaling from a wireless network indicating a PRB scaling factor. The apparatus also receives a downlink control command from the wireless network indicating whether PRB scaling is enabled or disabled. The apparatus then determines a transport block size (TBS) by either: (a) determining the TBS based on the PRB scaling factor and a scheduled physical downlink shared channel (PDSCH) PRB number indicated in the downlink control command responsive to the PRB scaling being enabled, or (b) determining the TBS based on the schedule PDSCH PRB number responsive to the PRB scaling being disabled. The apparatus also receives a PDSCH according to a result of the determining of the TBS.

Due to reduced bandwidth design for cost reduction, resources for UEs are limited to contiguous six physical resource block (PRB) pairs (1.4 MHz). Six or less contiguous PRBs per narrow sub-band located in the whole channel bandwidth is allocated for transmission and reception for UEs. Novel control channel and data channel designs are proposed to make UEs be able to camp on LTE cells. Methods for intra-frequency measurement, for received signal time difference (RSTD) measurement, and for channel quality assessment for UEs are also provided. In one embodiment, UE is allocated with a measurement gap for intra-frequency measurements and RSTD measurements. In another embodiment, UE is configured with a frequency-hopping pattern and receives a PRB pair starting index per subframe for CSI measurement.

    Abstract: Narrowband downlink control channel (NB-PDCCH) design for Narrowband Internet of Thing (IoT) devices is proposed. In one novel aspect, NB-PDCCH spans both first and second slots in the region of legacy physical downlink shared channel (PDSCH). A plurality of physical resource blocks (PRBs) is allocated for NB-PDCCH transmission that carry downlink control information (DCI). Furthermore, each NB-IoT device can be configured with nPRB PRB pairs for NB-PDCCH transmission (e.g., nPRB=1, 2, 4, or 8), and an NB-PDCCH transmission time interval (TTI) is composed by nPRB subframes. An NB-PDCCH is encoded and occupies multiple narrowband control channel elements (NCCEs) based on aggregation level. In a preferred embodiment, each PRB pair for NB-PDCCH occupies two NCCEs.

    Abstract: Apparatus and methods are provided for decoding DL PHY channels in a narrow band wireless system. In one novel aspect, the UE performs a cell search and determines a first location of a resource block carrying system signals, obtains a second location of a second resource block based on the first resource block, wherein the second resource block includes a format indicator, determines a DL transmission format based on the format indicator, and receives and decodes a first DL physical channel based on the DL transmission format. In one embodiment, the UE operates in either a standalone mode, an in-band mode, or a guard-band mode. The DL transmission format comprises an offset index from a middle/central frequency of the first resource block in the in-band mode or the guard-band mode. In another embodiment, the UE further decodes a second DL physical channel carrying the format indicator.

    Abstract: Various solutions for handling aperiodic reference signal (RS) with respect to user equipment (UE) in mobile communications are described. A UE may receive aperiodic RS information from a network apparatus. The UE may determine whether aperiodic RS is presented. If the aperiodic RS is not presented, the UE may perform first data decoding procedure. If the aperiodic RS is presented, the UE may perform second data decoding procedure according to the aperiodic RS information. The UE may further determine whether a trigger command for triggering channel state information (CSI) reporting is presented.
