    Abstract: A wafer-level device fabrication process forms standing structures around emitting areas of multiple VCSELs. The standing structures can be shaped to hold ball lenses or other optical elements for respective VCSELs or can include platforms on which optical elements are formed. Ball lenses that are attached to the standing structures either during chip-level or wafer-level processes fit into the standing structures and are automatically aligned. Wafer level fabrication of optical elements can align the optical elements with accuracies associated with photolithographic processes. The optical elements can be formed using a molding or replication process, a printing method, or surface tension during a reflow of lithographically formed regions.

At least one coding block of the second reliable region is predicted from said first reliable region, and said second reliable region in said video sequence is encoded such that an inter-prediction information dependency on coding blocks outside said first reliable region is prevented.

    Abstract: A video coding and decoding method, wherein a picture is first divided into sub-pictures corresponding to one or more subjectively important picture regions and to a background region sub-picture, which remains after the other sub-pictures are removed from the picture. The sub-pictures are formed to conform to predetermined allowable groups of video coding macroblocks (MBs). The allowable groups of MBs can be, for example, of rectangular shape. The picture is then divided into slices so that each sub-picture is encoded independent of other sub-pictures except for the background region sub-picture, which may be coded using another sub-pictures. The slices of the background sub-picture are formed in a scan-order with skipping over MBs that belong to another sub-picture. The background sub-picture is only decoded if all the positions and sizes of all other sub-pictures can be reconstructed on decoding the picture.

    Abstract: A system and method for providing improved FGS identification in scalable video coding. According to the present invention, each FGS enhancement layer is assigned a unique dependency identifier and contains only FGS enhancement information. For subsequent enhancement layers, the base dependency identifier will point to either a base-quality layer or an FGS enhancement layer. Alternatively, two base dependency identifiers can be used. One identifier is used to identify the base quality layer, which does not contain FGS information, that is used for the prediction of coding mode and motion information for a subsequent enhancement layer. The other identifier is used to identify the FGS enhancement layer, which contains only FGS information, that is used for the prediction of sample and/or residual data for a subsequent enhancement layer.

    Abstract: A system and method for stopping temporal propagation by avoiding using erroneous reference pictures in the streaming of pre-encoded and stored media contents. At least one redundant representation for a picture, referred to as the primary representation, is encoded and stored in a file. When encoding the redundant representation, some reference pictures are not used for inter prediction. In the streaming process, the server maintains the correctness of a list of reference pictures based upon feedback from the device. For the next-to-send picture, selection of a proper representation among the primary and redundant representations is performed such that the sent picture does not use an incorrect picture for inter prediction.

    Abstract: In a start code based bistream structure for use in video coding, a picture header is used simultaneously with the parameter set in the start code. The picture header is present before the slice header in the same picture. As such, it is possible to allow the presence of at least one sequence parameter set or picture parameter set before the slice header. In a NAL unit parameter set bitstream structure, the picture head NAL unit is present before the slice NAL unit. In either structure, the picture header information must remain unchanged during the decoding of the entire picture, but should change more frequently between pictures as compared to the information in the picture parameter set.

    Abstract: A package for a surface-emitting laser encloses the die between a sub-mount and a cap. The sub-mount and the cap can be formed using wafer processing techniques that permit a wafer level packaging process which attaches multiple die to a sub-mount wafer, attaches caps either separated or as part of a cap wafer to the sub-mount wafer, and cuts the structure to separate individual packages. The cap includes a transparent plate that can be processed to incorporate an optical element such as a lens. An alignment post attached to the cap indicates the position of an optical signal from the laser and fits snugly into one end of a sleeve while an optical fiber connector fits into the other end.
