The data includes an index of available resources, a cost value associated with one or more available resources of the available resources, and a rate of consumption value of available resources of the available resources. An auction technique is established for matching a subset of cloud based resources within the set of cloud based resources and an associated request of the plurality of requests. A match is determined between a subset of cloud based resources and a received request, the match is the output of the established auction technique.
