    Abstract: Solutions are disclosed that provide intelligent adaptive measurement gaps for low mobility user equipment (UEs), such as home internet access points. Because low mobility (stationary use) UE do not move, or move only infrequently, the frequency for of handovers to neighboring cells is reduced, lowering the urgency of measuring signal reception from neighboring cells. A wireless network determines that a first UE is associated with a stationary use, and that a second UE is not. The network transmits a first radio resource control (RRC) message specifying a measurement gap repetition period (MGRP) and an indication to skip at least one measurement gap, to the first UE, and transmits a second RRC message specifying the MGRP, without an indication to skip a measurement gap, to the second UE. In some examples, the MGRP is indicated as having one of four values: 20 milliseconds (ms), 40 ms, 80 ms, and 160 ms.

    Abstract: The system receives orbital information for at least one satellite of a non-terrestrial network. The orbital information includes the location and velocity of the at least one satellite. The system determines a location of a wireless device and the wireless device's location relative to the at least one satellite. The system calculates a connectivity window based on the relative location. The connectivity window is a time period at the location of the wireless device during which the wireless device receives a signal from the at least one satellite to perform a network connection with the non-terrestrial network. The system connects the wireless device to the non-terrestrial network when the connectivity window of the at least one satellite is open. The system prevents the wireless device from searching for a network connection to the non-terrestrial network when the wireless device is outside the connectivity window of the at least one satellite.

    Abstract: Solutions are disclosed that perform intelligent select whether to transmit a system information block 1 (SIB1) message to a user equipment (UE) during a handover. The wireless network determines whether the UE will be moving to a target basestation having a different tracking area code (TAC) than the source basestation. If so, the source basestation sends the SIB1 for the target basestation to the UE with the handover command, so that the UE is alerted to perform a mobility registration update (MRU) with the new TAC. However, if the UE will be moving to a target basestation having the same TAC as the source basestation, the source basestation sends the handover command without the SIB1 for the target basestation, to save network bandwidth. In some examples, the source basestation queries the target basestation to learn the TAC of the target basestation.

In an implementation, a wireless communication device determines to establish a sidelink connection to a wireless communication network. The wireless device discovers one or more relay devices in connection with the wireless network. The wireless device selects a relay device from among the one or more relay devices based on one or more selection factors including throughput. The wireless device connects to the wireless network via the sidelink connection to the relay device. In an implementation, the wireless device determines to establish the sidelink connection based on being outside the coverage area of the wireless communication network.

    Abstract: UEs can determine a codec to use for a call based on a codec priority list. A UE can dynamically determine a priority order for the codec priority list based on call conditions experienced by the UE, such that a low bitrate codec may be indicated as the highest priority on the codec priority list if the UE is experiencing relatively poor call conditions. The UE that receives the codec priority list can select a codec from the codec priority list to use during the call. The UE that receives the codec priority list may select one of the listed codecs based on call conditions experienced by that UE, such that the UE may select a low bitrate codec due to relatively poor call conditions being experienced by that UE even if the low bitrate codec is not identified on the codec priority list as the highest-priority codec.

For example, when a user equipment (UE) is connected to a visited public land mobile network (VPLMN) (e.g., when the UE is roaming), the UE can determine a distance metric based on the location of the UE's home public land mobile network (HPLMN) and the VPLMN and/or based on other factors to determine a query timer value. In some examples, the UE can input data to a machine learned model to determine the query timer value. The UE can initiate a querying application based on the query timer value to search for the HPLMN or more preferred VPLMNs. Determining a query timer value in this manner can minimize such querying application and can reduce battery usage for a UE.
