The second option is displayed, without displaying the first option, and the call history information for the phone number is displayed, when the phone number is not in the address book.

A broadcast server provides a reporting condition for signal quality to a mobile terminal using a control message. The mobile terminal, when it satisfies the reporting condition, transmits a reporting message for signal quality to a management server managing signal qualities. The reporting message includes signal quality measurement results at the current location. In this way, information on the low-signal quality area is automatically collected from the mobile terminal, making it possible to rapidly and easily comprehend the sate of the mobile broadcasting network depending on the collected information.
