The communication method includes: determining, by a terminal device, a failure report, where the failure report includes information about a cell in a secondary cell group SCG in which master cell group MCG connection recovery is attempted when the terminal device detects that a connection failure occurs in an MCG; and sending, by the terminal device, the failure report to a first access network device.

    Abstract: This application provides a communication method and apparatus, and relates to the field of communication technologies. The method may include: A network device performs integrity protection on system information by using a first private key, and sends the system information, where the system information includes a first public key corresponding to the first private key and/or an index of the first public key. Correspondingly, a terminal device receives the system information from the network device, and if determining that the first public key is valid, the terminal device verifies integrity of the system information by using the first public key. According to this method, on one hand, the terminal device can effectively identify validity of the system information. On the other hand, because the system information includes the first public key and/or the index of the first public key, flexible update of an asymmetric key can be implemented.

    Abstract: A method, a device, and a system for identifying a fake base station are disclosed. The method includes: A terminal device generates a cell monitoring report, where the cell monitoring report includes an identifier of a cell on which the terminal device camps and first time information, and the first time information is used to indicate a time point at which or a time period in which the terminal device does not receive a paging message in a time period of camping on the cell. The terminal device sends the cell monitoring report to a network device. The network device identifies a fake base station based on the cell monitoring report. In the embodiments of the present invention, a fake base station can be accurately identified.

The terminal maintains a first connection for communication with the source base station, and establishes the second connection for communication with the target base station based on the configuration information of the second connection. The solutions in the embodiments of this application reduces latency in a handover process.
