Technical solutions provided in embodiments of the present invention may increase a success rate of service transfer.

The method includes: if a user equipment UE is handed over from a first cell to a second cell, and then handed over from the second cell to a third cell, determining, by a base station, a time threshold corresponding to a UE characteristic attribute parameter of the UE, and a time of stay of the UE in the second cell; determining, by the base station according to the time threshold corresponding to a UE characteristic attribute and the time of stay of the UE in the second cell that are determined, whether an unnecessary handover of the UE occurs; and determining that an unnecessary handover of the UE occurs if the time of stay is shorter than the time threshold. The present invention optimizes a method for determining whether an unnecessary handover occurs.

    Abstract: Embodiments of the present invention provide a method and a device for reporting cell information and adjusting a cell mobility parameter. The method for reporting cell information includes a connection failure occurring on a terminal and re-establishing a radio resource control RRC connection with a cell by the terminal. A cell identity of a neighboring cell of a source cell and event information of the neighboring cell that is recorded by the terminal before the connection failure occurs is sent by the terminal to a base station that controls a cell where the RRC connection is re-established. Technical solutions provided in embodiments of the present invention may help improve the accuracy of mobility parameter adjustment on a network side and further improve the terminal handover efficiency.

The arbitration circuit generates acknowledge signals to the control circuits when all of the requests of the control circuits have been received by the arbitration circuit. The CE signals for non-volatile memory are updated when requests are acknowledged.
