    Abstract: A system and method for communicating events between applications. A first application receives event information for an event. A first action is performed by the first application in response to receiving the event information. The first application generates an event message comprising an event name and a message payload. The message payload comprises at least a portion of the event information. The first application publishes the event message by sending the event message to an event message pipeline. A second application may listen for the event message in the event message pipeline, receive the event message from the event message pipeline, and use the message payload to perform a second action, wherein the second action is different from the first action.

    Abstract: A method to schedule intelligent traffic lights in real time based on digital infochemicals (DIs) is disclosed. The method takes advantage of DIs as medium to both predicate traffic flow and smooth the green/Cycle (g/C) ratio. First collect DIs, then update DIs by three actions including aggregation, evaporation, and propagation. After that, adjust the g/C ratio of the traffic light. DIs have the function of prediction due to the propagation that allows DIs reach the traffic earlier than the real traffic flow. On the other hand, DIs have the function of memory due to the evaporation that remembers the information of the historical traffic flow. The prediction and memory of DIs, as the reason why DIs are superior to the pure traffic flow, give the DI-based intelligent traffic light compelling advantages over the pure traffic based intelligent traffic light.

    Abstract: A method for assigning downlink transmit power levels to radio nodes (RNs) in a small cell radio access network (RAN) includes assigning initial power levels to the RNs. For each cell, first events are counted indicating that UEs receiving a signal from their serving cells with a signal strength below a specified value have entered a coverage hole. For each cell, second events are counted indicating that UEs have re-established a previous connection on one of the cells. For each pair of cells, a coverage hole is identified between them if the number of first events for one cell exceeds a threshold and, a number of second events or re-establishment of a previous connection on the other cell exceeds another threshold. For each identified coverage hole, the downlink transmit power level is increased of at least one RN in the pair of cells between which the coverage hole is identified.
