    Abstract: A personal locator beacon (PLB) that is used to transmit a radio frequency emergency distress signal. The PLB contains a GPS receiver to determine the exact global positioning coordinates of the beacon. The transmitted distress signal contains a security message that is represented through at least one bit. This bit is embedded into the standard bit string that is transmitted and can warn of impending danger at the beacon location, such as a hostage situation. The beacon is triggered through different varieties of user interfaces that utilize assorted combinations of actuators and numeric keypads. Another bit can also be embedded into the standard bit stream to represent whether or not the beacon is used by the military.

The system includes a quick release housing mounted at the base of each shutter panel attached to the building that includes removable studs that are actuated by a cam mechanism from the inside of the building that release the attaching studs that hold the shutters in place from the quick release housing thereby releasing the shutter fasteners at the base allowing the shutters to be quickly removed by actuating the cam mechanism from inside the building.

There is also a clearance radius and a nose radius so that the cutter can cut a wide variety of shapes and configurations of corrugated building panels. The diode is a metal-insulator diode having a first metal layer, a first insulating layer, a second insulating layer and a second metal layer. At least one asymmetric interface state is provided at the intersection of at least two of the layers to increase the ratio of the diode's on-current to its reverse bias leakage current. In various examples, the asymmetric interface state is formed by a positive or negative sheet charge that alters the barrier height and/or electric field at one or more portions of the diode. Two-terminal devices such as passive element memory cells can utilize the diode as a steering element in series with a state change element. The devices can be formed using pillar structures at the intersections of upper and lower conductors.
