A blocking member such as a twist valve through the tip, a deformable squeeze valve formed as at least a portion of the tip or a plunger formed within a cap having ports which fluidly communicate from the outside of the cap to the inside which is selectively moved in and out of an outlet to limit or prevent vapor flow.
