The transmission unit uses a transmission rate to select a normal packet or a retransmission packet. The transmission unit assigns a sequence number to the selected packet and transmits it. The normal packet information storage unit stores numbers assigned to the normal packets transmitted by the transmission unit. The invention can be applied to a transmission system that transmits data.
