The processor designates pending jobs that belong to other groups than the specified number of top-ranked groups and suspends submission of processing requests of the designated pending jobs to the server, when the number of ongoing jobs is greater than or equal to a threshold and when there are one or more pending jobs that belong to the specified number of top-ranked groups.
