    Abstract: A packet transmission system is provided to achieve a higher throughput in downlink packet transmission to a mobile node. Packets are inputted to a packet distributor situated at the logical location designated by the retrieved connection point information. The packets are then distributed by the packet distributor to radio transmission devices, and are transmitted at once.

A transmission priority detection unit of the base station determines the order of priority for transmitting the packets based on the measured buffering delay in comparison with a prescribed threshold value. A resource allocation unit of the base station allocates the radio resources to the packets based on the order of priority to transmit the packets to the associated wireless terminals.

Another preferred embodiment of the invention provides a method of selecting a wireless base station for a wireless terminal, the wireless base station providing a multicasting service for the wireless terminal. When the wireless terminal can receive the same multicasting information from a plurality of wireless base stations, the wireless terminal selects one of the plurality of wireless base stations so as to make the number of the wireless base stations that send the same multicasting information as small as possible.
