    Abstract: Aspects of the disclosure provide a method that includes receiving a measurement configuration message indicating a predetermined number. A measurement event is defined based on the predetermined number of signal beams from a serving base station and the predetermined number of signal beams from a neighboring base station. The method also includes identifying a first number of best signal beams from the serving base station and a second number of best signal beams from the neighboring base station, where the first number and the second number are equal to or less than the predetermined number. The method further includes determining whether the measurement event occurs based on the first number of best signal beams from the serving base station and the second number of best signal beams from the neighboring base station, and sending a measurement report when the measurement event occurs.

    Abstract: A method of throughput and data volume measurement for minimization of drive test (MDT) is proposed. A base station establishes a radio resource control (RRC) connection with a user equipment (UE) in a mobile communication network. The base station or UE measures transmitted or received data volume during a transmission time of a data burst between the base station and the UE. When the data burst spans multiple measurement periods and the data burst is split at each measurement period boundary. For each measurement period, data volume during the measurement period is measured to generate a measurement result. When throughput measurement is performed by the network, the base station receives location information that is available during the transmission time of the data burst. The data volume measurement is logged with time stamp such that each measurement result can correlated with the location information.

    Abstract: A method of user equipment (UE) autonomous release RRC connection to reduce power consumption and signaling overhead is proposed. UEs sending small amount of data with long period, e.g., Machine-Type Communication (MTC) and Narrow-Band Internet of Things (NB-IoT) UEs, are allowed to be released autonomously after sending a given amount of data with corresponding request and configuration procedures. In one embodiment, UE sends an RRC connection request with UE autonomous release request, and receives an RRC setup message with UE autonomous release information. UE then transmits an RRC setup complete message with piggybacked uplink data. UE autonomously releases to Idle state upon expiry of an inactivity timer.

The processor then receives a response from the network node, the response comprising an access stratum (AS) configuration created by the network node based on the UE-specific information.     Abstract: Methods and apparatus are provided for low cost machine communication type (LC-MTC) devices for cell selection and cell reselection. In one novel aspect, the LC-MTC UE determines whether the cell is capable of supporting LC-MTC. If the LC-MTC UE determines that LC-MTC is not supported by the cell, the LC-MTC UE considers the cell as barred. The LC-MTC support capability information is provided to the LC-MTC UE in the system information, or in the RRC Connection Release message, or by inheriting from another RAT during the inter-RAT cell (re)selection. The LC-MTC support capability information is indicated per cell or per frequency. In another novel aspect, the LC-MTC UE acquires LC-MTC support capability information of neighbor cells and performs cell reselection based on the LC-MTC support capability information. In one embodiment, the LC-MTC support capability information of neighbor cells is provided in the system information of the serving cell.

    Abstract: Novel UE operation modes are proposed to improve the power consumption for potentially less mobile UEs, both for stationary UEs, almost stationary UEs, and limited mobility UEs by optimizing neighbor cell measurements and/or by optimizing UE wakeup sequence. Optimized neighbor cell measurements mean that the procedure can be done less frequently or not at all during certain conditions. Optimized wakeup sequence (with less wakeup time) mainly affect paging performance via UE implementations. It is an object of the current invention to allow UE to be aware of its mobility states, via either explicit configuration or self-estimation, and adjust its wakeup and measurement behaviors accordingly. Also, some UEs are allowed to switch among different mobility states, while other UEs are fixed in a given mobility state.

In a first embodiment, the UE transmits a power preference indication to the network with a prohibition mechanism for optimal DRX configuration. A first level of prohibition is applied if the UE indicates preferring power-saving mode, and a second level of prohibition is applied if the UE indicates preferring normal mode. In a second embodiment, the UE transmits two-level speed information to the network. The two-level speed information is mapped from MSE mobility states based on a mapping rule. In a third example, the UE transmits RRC release assistance information to the network. The assistance information is based on both cell change count and RRC state transition count so that RRC inactivity time can be determined to reduce signaling overhead.

    Abstract: Methods for enhanced heterogeneous network mobility are proposed. In a first novel aspect, the cell size of a target cell is considered when determining the TTT value. In one embodiment, pico-specific Time-to-Trigger (TTT) value is configured. When the target cell to be measured is a picocell, pico-specific TTT value is applied. In a second novel aspect, precise mobility state estimation (MSE) is achieved by considering the effect of cell size. In one embodiment, when counting cell changes, a cell change to/from a small cell would be counted to lesser extent than a cell change between large cells. UE uses effective parameters for measurement evaluation, by applying better speed state estimation with speed scaling and by applying parameter differentiation that can be dependent on cell size.

    Abstract: Apparatus and methods are provided to reorder PDCP SDUs. In one novel aspect, a timer-based PDCP reordering process is triggered upon detecting a PDCP gap existing condition, which indicates an SN gap between the PDCP SDUs of two parallel RLC entities larger than zero. The PDCP gap-closing condition is detected when the last-delivered SDU COUNT number plus one equals to the next-expected SDU COUNT number. In one embodiment, all the stored PDCP SDUs with consecutive COUNT numbers starting from the received SDU COUNT number are delivered upon detecting the PDCP gap-closing condition. In another novel aspect, a reordering timer is started upon detecting the PDCP gap condition. In one embodiment, the expiration of the reordering timer triggers the delivery of SDUs to upper layers. In one embodiment, the UE is configured with dual connectivity and the reordering SDU COUNT numbers and the reordering timers are associated with different connectivity configured.
