    Abstract: A method of user equipment (UE) providing speed information to network is provided. The method supports obtaining speed information of the UE, detecting a trigger event and providing the speed information to the network by one or more predefined means. The speed information is taken from the group consisting of a physical speed, a physical speed mapped on a pre-defined speed group, and a virtual speed. The virtual speed comprises a cell change count or a number cells that the UE has requested RRC connection during a certain period. The UE can send the speed information to an eNB via RRC connection establishment, RRC connection re-establishment, a new IE in RRC measure report or a new RRC message.

    Abstract: A method for scheduling request triggering based on traffic condition is provided. The method supports detecting a traffic condition, determining a modified scheduling request (SR) trigger based on the traffic condition and transmitting a scheduling request to a base station based on the modified SR trigger. In one embodiment, the modified SR trigger is a data buffer or a data generation rate exceeding a threshold. In one embodiment, the threshold is related to a prioritized Bit Rate (PBR) or a bucket Size Duration (BSD) or both. In another embodiment, the threshold is configured by the base station based on a size of the smallest grant under the traffic condition. In one embodiment, the threshold is updated when DRX state changes. In another embodiment, during DRX sleep state, the SR period is longer or SR is stopped.

    Abstract: A method of radio link monitoring (RLM) and radio link failure (RLF) handling over a secondary serving cell (SCELL) is proposed. In a wireless network, a user equipment (UE) establishes a radio resource control (RRC) connection with a base station (eNB). The UE applies carrier aggregation for multiple component carriers (CCs) configured as multiple serving cells. The UE performs radio link monitoring over a primary serving cell (PCELL). The UE also performs radio link monitoring over a secondary serving cell (SCELL). The SCELL belongs to a CC group of one or more CCs, and used as a reference cell for the CC group. When SCELL performance is below pre-defined criteria, the UE and the eNB apply certain actions over the SCELL. The proposed SCELL RLM/RLF handling prevents spurious and uncontrollable uplink SCELL transmission and interference to other UEs.

    Abstract: Apparatus and methods are provided to enhance BSR and LCP procedures for the dual connectivity system. In one novel aspect, the BSR is handled for each MAC entity according to one or more allocation rules. In one embodiment, the allocation rule is configured by the network. In another embodiment, the allocation rule is determined by the UE based on historic statics. In yet another embodiment, the allocation rule is determined by the UE based on information from the network. In one embodiment, the allocation rule indicates percentage of traffic allocated to each MAC entity. In another novel aspect, LCP is performed independently for each MAC entity if the split bearer is configured and the prioritized bit rate (PBR) and the bucket size duration (BSD) are signaled for each eNB. In one embodiment, separate sets of LCG variables are maintained independently for each MAC entity.

    Abstract: A method of offload selection for a UE to select between 3GPP RAT and WLAN cell is provided. The UE receives configuration information that applies to selecting WLAN or 3GPP radio access technology (RAT). The UE determines if the UE may perform WLAN offload by evaluating 3GPP radio access network (RAN) conditions where at least one RAN condition is related to a radio signal strength or a radio signal quality in 3GPP RAT. The UE then determines if there is at least one suitable WLAN cell by evaluating WLAN conditions. The UE also determines if there is candidate traffic for WLAN offload. Finally, the UE steers the determined traffic to WLAN if the UE may perform WLAN offload and if there is at least one suitable WLAN cell. Otherwise, the UE steers the determined traffic to 3GPP RAT.

    Abstract: A method of implicit signaling to support In-Device coexistence interference avoidance is provided. A UE sends an IDC interference indication to an eNB. The indication indicates that a serving frequency becomes unusable due to a coexistence interference problem. The indication does not explicitly indicate a frequency index or a frequency location of the unusable serving frequency. The eNB determines the serving frequency as unusable in an implicit manner. The eNB also determines an implied unusable frequency region based on the received IDC indication. The implied unusable frequency region is between the serving frequency and the ISM band. In one advantageous aspect, the eNB configures a condition for the UE, such that the UE is refrained from sending IDC interference indications unless the condition is satisfied.

In one novel aspect, each location option is associated with a priority. In addition to MDT measurements, reporting, and logging, a UE determines the best positioning procedure from a list of available location options. In one novel aspect, under a specific positioning objective, the UE prioritizes the list of available location options based on the signal strength and/or quality of cellular and WLAN signals.

    Abstract: A method of inter-cell interference coordination is provided for UE measurements and network access procedure. In a first embodiment, a UE in idle mode performs measurements on received radio signals applying a simplified radio resource restriction for interference coordination. The UE determines the restricted radio resource without receiving explicit measurement configuration. In a second embodiment, during various phases of a network access procedure, the UE indicates its interference status and/or additional interference information to its serving base station to enhance interference coordination. In a third embodiment, the UE in connected mode performs measurements on both interference-protected transmission resources and non-interference-protected transmission resources. The UE measurement results are used for scheduling, radio link monitoring, and/or mobility management to increase radio spectrum efficiency and to improve user experience.

    Abstract: A method of UE RSRQ measurement precaution for interference coordination is provided. The UE receives radio signals of a neighbor cell under measurement. The neighbor cell applies a TDM silencing pattern for inter-cell interference coordination (TDM ICIC). The UE determines a measurement pattern that includes multiple subframes. The UE performs RSRQ measurements of the cell over multiple subframes and obtains multiple RSRQ measurement samples. The UE derives RSRQ measurement result by estimating the multiple RSRQ samples and applying a weighted average. RSRQ samples estimated to be more applicable are taken into account to more extent (e.g., applied with more weight), and/or RSRQ samples estimated to be less applicable are taken into account to less extent (e.g., applied with less weight, or discarded with zero weight). With UE precaution, a more predictable RSRQ measurement result is produced.
