    Abstract: A method and apparatus for active location acquisition. An active location acquisition controller is included in a device. The active location acquisition controller can be a circuit or code running on a processor included in the device. A measurement collection request is communicated to the device. The device then determines if and how a location information is to be acquired. If the device determines that the location information is to be acquired, the device enables a location acquisition system to acquire the location information and the device then acquires the requested measurement and stores the requested measurement and the location information in the measurement log. If the device determines that the location information is not to be acquired, the device disables a location acquisition system and does not acquire the location information and the device then acquires the requested measurement and stores the requested measurement in the measurement log.

    Abstract: An enhanced paging mechanism is provided for UEs waking up from a very long paging cycle to improve paging robustness and flexibility. Enhanced paging includes absolute time paging (ATP) and paging with extended wakeup time. For absolute time paging, a UE receives ATP configuration and uses the actual wall time to calculate paging occasion if a condition is satisfied. In one embodiment, the wall time is acquired from at least one of an internal UE clock, a GPS time, information broadcasted from the network, or information from a higher layer signaling. For paging with extended wakeup time, a UE applies a long paging cycle followed by multiple normal paging cycles after waking up from the long paging cycle. In one embodiment, the long paging cycle is infinite and the UE enters normal paging cycle only upon TAU-triggered paging or uplink traffic.

    Abstract: A method of cell reselection enhancement is proposed. A UE obtains parameters for extended cell reselection (ECR) in a mobile communication network. The UE goes to sleep and then wakes up periodically to monitor a paging channel. The UE either applies a normal paging cycle having a normal paging cycle length or applies a power-saving paging cycle having a very long paging cycle length. The UE performs cell selection if normal paging cycle is applied. The UE performs cell reselection based on the ECR parameters if the power-saving paging cycle is applied, and if the ECR parameters are still valid based on a list of conditions. In one novel aspect, the network provides the ECR parameters for a wider area for the UE such that the UE can still use cell reselection after waking up from a very long sleep to reduce power consumption.

    Abstract: A method of UE RSRQ measurement precaution for interference coordination is provided. The UE receives radio signals of a neighbor cell under measurement. The neighbor cell applies a TDM silencing pattern for inter-cell interference coordination (TDM ICIC). The UE determines a measurement pattern that includes multiple subframes. The UE performs RSRQ measurements of the cell over multiple subframes and obtains multiple RSRQ measurement samples. The UE derives RSRQ measurement result by estimating the multiple RSRQ samples and applying a weighted average. RSRQ samples estimated to be more applicable are taken into account to more extent (e.g., applied with more weight), and/or RSRQ samples estimated to be less applicable are taken into account to less extent (e.g., applied with less weight, or discarded with zero weight). With UE precaution, a more predictable RSRQ measurement result is produced.

    Abstract: A method of reporting UE measurement state information in RLF report is provided. A UE performs radio measurements of a serving cell and neighbor cells in a mobile communication network. The UE evaluates a measurement reporting criteria and attempts to access the network to deliver a measurement report if the criteria is met. The UE then detects a radio link failure or a handover failure event and reconnects to the network by performing RRC reestablishment or RRC establishment. Finally, the UE transmits a failure event report to the network. The failure event report comprises UE measurement state information corresponds to the failure event.     Abstract: A method of user equipment (UE) indication of traffic-related information to network is provided. The method comprises a UE determining a traffic indicator and transmitting the traffic indicator to a base station. In one embodiment, the traffic indicator indicates either that default power consumption is preferred or low power consumption is preferred. For example, when the UE is in background traffic or sparse traffic, low power consumption is preferred. In another embodiment, the traffic indicator indicates a time pattern of the traffic history. From the network perspective, upon receiving and evaluating information contained in the traffic indicator, the network triggers a QoS modification procedure by applying one or more QoS modification algorithms.

    Abstract: A method and apparatus for UE to report preference indication and other UE assistance information to the network is proposed. In a first embodiment, the UE transmits a power preference indication to the network with a prohibition mechanism for optimal DRX configuration. A first level of prohibition is applied if the UE indicates preferring power-saving mode, and a second level of prohibition is applied if the UE indicates preferring normal mode. In a second embodiment, the UE transmits two-level speed information to the network. The two-level speed information is mapped from MSE mobility states based on a mapping rule. In a third example, the UE transmits RRC release assistance information to the network. The assistance information is based on both cell change count and RRC state transition count so that RRC inactivity time can be determined to reduce signaling overhead.

    Abstract: Methods for UE enhancements for diverse data application are disclosed.     Abstract: A method of inter-RAT failure event report is proposed. A UE detects a failure event in a first cell served by a first base station, and the first cell belongs to a first RAT. The failure event may include a radio link failure or a handover failure. The UE then performs an RRC establishment procedure with a second cell served by a second base station, and the second cell belongs to a second RAT. After the RRC establishment, the UE transmits a failure event report to the wireless network. The failure event can be a radio link failure, or be associated with a mobility command such as a handover command. By providing more reliable information in the failure event report than a network solution could provide, inter-RAT mobility performance can be improved.

    Abstract: Various schemes are provided to improve SR resource utilization by adapting SR resource allocation to traffic pattern. In a first Scheme, SR resource allocation is configured more accurately. In a second Scheme, multiple SR periods are configured and adapted to traffic pattern. In one example, eNB configures a set of SR resources with multiple SR periods, and UE applies different SR periods based on predefined events. Unused SR resources could be recycled by eNB for PUSCH data transmission. In a third Scheme, multiple SR allocations are configured and adapted to concerned applications. In one example, eNB configures multiple sets of SR resources adapted to predefined applications, and UE applies SR configurations based on corresponding applications.     Abstract: A method of failure event reporting for initial connection setup failure is proposed. In one embodiment, a UE first camps in RRC_IDLE mode in a cell served by a base station. The UE then detects a connection setup failure when performing a random access channel (RACH) procedure with the base station in an RRC connection attempt. The UE records a failure event report when the RACH procedure fails. Later, the UE transmits the failure event report to the network in RRC_CONNECTED mode. The failure event report comprises information that refers to the earlier RRC connection attempt. The failure event report also comprises available location information or available mobility measurements at the time the initial connection setup failure occurs. Based on the failure event report, the network can adopt corrective actions accordingly to mitigate the failure.

    Abstract: Methods for small cell discovery in heterogeneous networks are proposed for efficient cell search and better power saving. In one novel aspect, a user equipment (UE) measures small cells only when the UE enters into the vicinity of the small cells. For example, the UE detects the proximity of small cells and reports proximity indication information to the network. Based on the vicinity indication, the network provides suitable measurement configuration for small cells. In a second novel aspect, the UE performs guided search for small cell discovery. In a third novel aspect, the UE increases search rate for small cells when it is in the vicinity of small cells, and decreases search rate for small cells when it is not in the vicinity of small cells. The detection may be based on location information provided by the network or based on vicinity detection information autonomously stored by the UE.

    Abstract: A method of managing access to problem event information collected by a User Equipment (UE). In one novel aspect, access to the problem event information is determined by a public land mobile network (PLMN) list stored in the UE. The UE collects problem event information, stores a PLMN list, and sends an indication that problem event information is available to a Radio Access Network (RAN) controller. In response, the RAN controller sends a request indicator to the UE requesting the event information. The UE transmits the requested event information when the requesting PLMN is included in the PLMN list stored in the UE. In one embodiment, the event information includes Minimization Drive Test (MDT) measurement information. In another embodiment, the event information includes radio link failure information. The solution enables managing access to problem event information with maximum simplicity and minimum impact to existing systems.

    Abstract: Methods for enhanced heterogeneous network mobility are proposed. In a first novel aspect, the cell size of a target cell is considered when determining the TTT value. In one embodiment, pico-specific Time-to-Trigger (TTT) value is configured. When the target cell to be measured is a picocell, pico-specific TTT value is applied. In a second novel aspect, precise mobility state estimation (MSE) is achieved by considering the effect of cell size. In one embodiment, when counting cell changes, a cell change to/from a small cell would be counted to lesser extent than a cell change between large cells. UE uses effective parameters for measurement evaluation, by applying better speed state estimation with speed scaling and by applying parameter differentiation that can be dependent on cell size.

    Abstract: A method of radio link monitoring (RLM) and radio link failure (RLF) handling over a secondary serving cell (SCELL) is proposed. In a wireless network, a user equipment (UE) establishes a radio resource control (RRC) connection with a base station (eNB). The UE applies carrier aggregation for multiple component carriers (CCs) configured as multiple serving cells. The UE performs radio link monitoring over a primary serving cell (PCELL). The UE also performs radio link monitoring over a secondary serving cell (SCELL). The SCELL belongs to a CC group of one or more CCs, and used as a reference cell for the CC group. When SCELL performance is below pre-defined criteria, the UE and the eNB apply certain actions over the SCELL or all CCs in the CC group. The proposed SCELL RLM/RLF handling prevents spurious and uncontrollable uplink SCELL transmission and interference to other UEs.
