    Abstract: A method and apparatus for performing non-voice emergency services (NOVES) between a wireless transmit/receive unit (WTRU) and a public safety answering point (PSAP) is disclosed. A NOVES session may be initiated by sending a NOVES initiation request message that includes information relating to the NOVES capabilities of the WTRU, and information relating to an emergency situation. The information relating to the NOVES capabilities of the WTRU may include an indication of whether the WTRU supports a fake power-off mode, or whether the WTRU supports PSAP control. Other methods are disclosed that include a method for a PSAP combining a multiple NOVES sessions, and a method for handing over a NOVES session having multiple media streams.

    Abstract: A method and apparatus for controlling enhanced dedicated channel (E-DCH) transmissions are disclosed. An enhanced uplink medium access control (MAC-e/es) entity processes a received scheduling grant to calculate a serving grant. The MAC-e/es entity determines whether both a hybrid automatic repeat request (H-ARQ) process for scheduled data and scheduled data are available. If an H-ARQ process for scheduled data and scheduled data are available, the MAC-e/es entity determines whether a serving grant exists. The MAC-e/es entity calculates a remaining power based on maximum allowed power and restricts an E-DCH transport format combination (E-TFC) based on the remaining power. The MAC-e/es entity selects an E-TFC using the serving grant and generates a MAC-e protocol data unit. The MAC-e/es entity may process the received scheduled grant is at each transmission time interval or may store the received scheduled grant in a grant list until there is E-DCH data to transmit.

    Abstract: A WTRU configured to receive a multicast, a unicast or mixed signal. A multimedia signal may be a Multimedia Broadcast Multicast Signal (MBMS). The WTRU switches between an MBMS and a mixed signal and determines optimal time to switch between the MBMS and mixed signal. The WTRU switches between receiving the MBMS and mixed signal in an adaptive or semi-static pattern. A flat broadcast channel (BCH) structure in an MBMS dedicated cell is provided, eliminating need for a dedicated broadcast channel (D-BCH). An MBMS-dedicated cell uses a single paging channel for both paging-indicators and paging-record-blocks. A system information broadcast indicates flexible resource usage and paging-record-block limits. Tracking area (TA)/cell association is provided for an MBMS-dedicated cell and geographically co-located non-MBMS-dedicated cells. MBMS-dedicated cell system information is broadcast to regulate WTRU operation while receiving MBMS within said cell.

The MBMS service query message may include MBMS service identifiers which identify MBMS services that the WTRU is receiving or intending to receive. A remaining transmit power is calculated for the E-DCH transmission. A rate request message is generated, wherein the scheduled power, remaining transmit power and rate request message are used to select transport format combinations (TFCs) and multiplex data scheduled for the E-DCH transmission. The remaining transmit power is calculated by subtracting from a maximum allowed power the power of a dedicated physical data channel (DPDCH), a dedicated physical control channel (DPCCH), a high speed dedicated physical control channel (HS-DPCCH), an enhanced uplink dedicated physical control channel (E-DPCCH) and a power margin.
