The apparatus includes a base wall with an upwardly extending sidewall on the left and right side, and terminating in outwardly extending flange at the end of each of said sidewall. The base wall includes an aperture at its geometric center for securing a pin or rod. The sidewall includes one or more apertures configured to accept a strap for secure fastening to an external structure. The flange includes one or more apertures configured to accept a screw as an alternate means for secure fastening of the apparatus to the external structure.
