    Abstract: A method for forming high quality hexagonal boron-nitride films with multiple layers that are substantially parallel to the substrate and with substantially uniform layer thickness. In one embodiment, a bi-layer of boron-nitride is formed on a substrate by reactive radio frequency magnetron sputtering of a boron target in high-purity Ar/N2 gas mixtures at elevated temperature. In another embodiment, few-layer boron nitride films are formed by alternatingly reactive radio frequency magnetron sputtering of a boron target in high-purity Ar/N2 gas mixtures at room temperature and annealing at elevated temperature until a desired number of layers of high quality hexagonal boron nitride layers are formed on the substrate.

The network node sets a threshold value based on a difference in cell quality between the first cell and the second cell. The difference in cell quality is associated with the first or second handover. The network node then determines the type of handover, of time period at least one of the first and second handover, based on the time period and threshold value.

    Abstract: Vapor-liquid-solid growth of nanowires is tailored to achieve complex one-dimensional material geometries using phase diagrams determined for nanoscale materials. Segmented one-dimensional nanowires having constant composition display locally variable electronic band structures that are determined by the diameter of the nanowires. The unique electrical and optical properties of the segmented nanowires are exploited to form electronic and optoelectronic devices. Using gold-germanium as a model system, in situ transmission electron microscopy establishes, for nanometer-sized Au—Ge alloy drops at the tips of Ge nanowires (NWs), the parts of the phase diagram that determine their temperature-dependent equilibrium composition. The nanoscale phase diagram is then used to determine the exchange of material between the NW and the drop. The phase diagram for the nanoscale drop deviates significantly from that of the bulk alloy.

    Abstract: In one aspect, the teachings herein provide an enhanced inter-base-station interface and associated processing in which a base station receives a message from a neighboring base station that zero served PLMNs are available in a neighboring cell. In response to receiving that message, the base station removes the neighboring cell from its neighbor list, or otherwise marks the neighboring cell as unavailable, but advantageously does not discard any network performance data accumulated or otherwise generated for that neighboring cell. Correspondingly, should the base station receive a subsequent message indicating that one or more served PLMNs have become available in the neighboring cell, it restores the neighboring cell to its neighbor list and reinstates links or associations, as needed, to the retained network performance data.
