    Abstract: A method and apparatus for operating a combined-cycle power system is provided. The system is coupled to an electric power grid. The system includes at least one electric power generator, at least one steam turbine coupled to the generator, at least one combustion turbine coupled to the generator, and at least one steam source that is in flow communication with the steam turbine. The method includes operating the system at a first power output level with the steam turbine and the combustion turbine being synchronized to an operating frequency of the grid, so that the steam turbine, the combustion turbine, and the grid are operating at a frequency substantially similar to a standardized grid frequency value. The method also includes sensing a grid frequency deviation away from the standardized grid frequency value.

A first set of data sequence breakpoints may be determined for the first layer of multiple description coding. A second set of data sequence breakpoints may be determined for the second layer. The data sequence may be encoded in the plurality of layers of multiple description coding as a function of the first and second sets of data sequence breakpoints.

    Abstract: A method of retrieving an image for display is disclosed. The image is stored in a compressed wavelet-based format having blocks encoded substantially independently. Initially, a representation (1300) of the image is provided at a first (low) resolution (1302). The user can then select a portion (1308) of the representation for reproduction at a predetermined, generally a second (higher), resolution. A first set of blocks is then identified (1322) corresponding to the selected portion(1310), which are then retrieved, decompressed and rendered to display. A second set of blocks (associated with the first set of blocks) is then identified (1326–1340), retrieved and decompressed. The rendered first set of blocks is then modified using the decompressed second set and displayed at the predetermined/second resolution.

    Abstract: A method of compressing data is disclosed including applying a transform to the data to produce transformed data having a series of parts; entropy encoding the magnitude of the transformed data of at least one of said parts; and separately encoding the value of said transformed data. Preferably said entropy encoding utilizes the number of non-zero coefficients surrounding a spatial location of a corresponding transformed data value and the entropy encoding can include encoding the number of leading zeros in transformed data values. The method further includes quantizing transformed portions of said data to integer values including a sign bit and a predetermined number of coefficient bits. Ideally, the preferred embodiment includes wavelet transforming the data with each of the sub-band components of the wavelet transform being separately entropy encoded. The present invention is ideally suited to the compression of image data.

    Abstract: Bottled water or other liquid is supplied via a bottle connector 5 for releasable sealing engagement with a neck formed on the bottle, and a transfer tube 6 to a reservoir 7 wherein the water may be cooled. The bottle connector 5, the transfer tube 6 and the reservoir 7 are all moulded of a plastics material containing silver bound in a ceramic ion exchange resin so that the silver ions (Ag+) are slowly released to prevent microbial growth on the surface of the components. The bottle connector may include a feed tube 21 or a dip tube which also releases silver ions. Furthermore, the transfer tube 6 may be connected to the reservoir 7 via a reservoir connector 29 which may incorporate a draw tube 31 and one or more outlet tubes 14, 36, e.g. leading to a discharge outlet, all of which release silver ions.

    Abstract: The invention provides an absorbent material or article comprising an absorbent hydrogel composite sheet. The second part may be associated with the layer part such that the second part infiltrates some but not all of the cellular voids of the absorbent layer part over a major face of the absorbent layer part. Alternatively, the second part may be associated with the layer part such that the second part overlies a major face of the absorbent layer part. By this arrangement, some but not all of the absorbent layer part is effectively exposed for absorption of external water or other fluid through the side of the sheet corresponding to that said major face of the absorbent layer.

    Abstract: Cigarette filter rods having individual objects positioned at predetermined intervals therein are prepared by transferring the individual objects from a rotating horizontal pan to a rotating vertical wheel and then depositing the object into a web of filter tow. Each object is positioned within the moving web of tow. The web filter material and the objects positioned within the web are introduced into a rod-forming unit wherein the rod is formed. The rate of feed of the filter tow, the rate of rotation of the horizontal pan and the vertical wheel are controlled relative to one another such that objects are positioned at predetermined intervals along the rod. Cigarette filter elements having well controlled amounts of flavorant contained therein can be made from the rods.

The original image is first transformed (103) by a multi-level DWT to form a non redundant multiple resolution frequency domain representation of the image. The representation comprises a DC subband and a plurality of high frequency subbands arranged as levels, where each level represents a frequency contribution between adjacent resolutions and where each subband comprises a plurality of tiles. The DC subband is then entropy encoded (104) into the bitstream. The high frequency subbands are next entropy encoded (108,109, and 110) into the bitstream in level order (105,113,114) and tile order (107,111).

The internal sleeve 20 defines a recess for receiving the feed tube 34, and a frangible seal 28 is secured to the connecting wall of the cap to cover the recess prior to insertion of the feed tube. To prevent pieces of the seal 28 from being separated if the feed tube 34 is inserted with the seal 28 still in place the feed tube has at least one row of upwardly-projecting puncturing elements 48 which create a controlled rupture of the seal prior to penetration of the feed tube.
