    Abstract: A CDMA mobile telecommunications system comprises a base station (20) having a radio channel connection to a mobile station (22). The base station (20) determines a signal to interference/noise ratio (SINR) with respect to the signal received from the mobile station (22), compares the signal to interference/noise ratio (SNR) for the mobile station (22) with a target signal to interference/noise ratio (TSINR), and transmits a power level command to the mobile station (22) in accordance with the comparison. A mobile switching center (24) generates information for updating the target signal to interference/noise ratio (TSINR)and transmits the information for updating the target signal to interference/noise ratio (TSINR) to the base station (20) using in-band signaling.
