    Abstract: Embodiments of the present disclosure describe techniques and configurations for transmitting small data payloads such as, for example, Machine Type Communication (MTC) data in a wireless communication network. A system may include features to implement an interworking function (IWF) to receive, from a machine type communication (MTC) server, a trigger to send a data payload, which is smaller than a preconfigured threshold, to a user equipment (UE) over a wireless communication network, and send, over a first reference point to a first module including a Mobility Management Entity (MME) or a Serving GPRS (General Packet Radio Service) Support Node (SGSN) or a second reference point to a second module including a Home Location Register (HLR) or a Home Subscriber Server (HSS), the data payload and a request to forward the data payload to the UE.

In some cases, a network can specify an extended timer used for a machine to machine (M2M) type device to communicate with a network. The extended timer can be transmitted in connection with an attachment acceptance message, Location Updating Accept message, Tracking Area Update Accept, or Routing Area Update Accept message. In some cases, a timer can be adjusted using a multiplier in order to increase a period at which communications with the network occur. The network can transmit an indication to change a timer by multiplying the timer with the multiplier.

The NOVES message may include a counter value that is incremented with each successive transmission. The PSAP may recognize if the counter value is greater than an initial value, and determine if the PSAP or another PSAP has received the NOVES message previously. In some embodiments, the UE may change an interval between re-transmissions if the UE receives a partial acknowledgement from an operator network indicating that the operator network has received the NOVES message but that the PSAP is unavailable. Embodiments also provide an emergency module hosted at the operator network to store and forward the NOVES message to the PSAP.

    Abstract: A system and method for authorizing access to a transmission station for a mobile device is disclosed. The mobile device can receive device extended access barring (EAB) configuration information in a broadcast control channel (BCCH) from a transmission station. The mobile device can bar the mobile device configured for EAB and having characteristics identified in the EAB configuration information for barring from accessing the transmission station. Alternatively, a system and method for barring a mobile device from accessing a transmission station is disclosed. The transmission station can receive from the mobile device a radio resource control (RRC) connection establishment request. The transmission station can configure a system information block (SIB) with extended access barring (EAB) configuration information. The transmission station can broadcast the SIB with EAB configuration information to the mobile device.

An evolved node B (eNodeB) is configured to provide a connection reconfiguration message to user equipment (UE) connected to the eNodeB, the connection reconfiguration message configuring the UE to indicate a power preference. The eNodeB receives assistance information from the UE. The assistance information includes a low power preference indication and a timer length, wherein the timer length indicates a preferred duration for a low power mode. The eNodeB provides, in response to receiving the assistance information, a connection release message to the UE. The connection release message includes paging discontinuous reception (DRX) information that includes the timer length.

The logical data tunnel may be persistent across sessions of the subset of the plurality of wireless devices. Additionally or alternatively, a method may include incorporating an M2M/MTC payload into data for establishing a connection between a wireless device and a radio access network (“RAN”), so that the wireless device may thereafter enter into an idle mode.     Abstract: A Machine Type Communication (MTC) device may establish a perpetual connected mode and an extended discontinuous reception (DRX) cycle with a base station. The perpetual connected mode may reduce the amount of signaling overhead required by the MTC device. The extended DRX cycle may enable the MTC device to reduce energy consumption while maintaining the perpetual connected mode. In addition, network overhead may be reduced by decreasing the frequency of scheduled measurements and/or transmissions performed by the MTC device.

    Abstract: Examples are disclosed for delivering, at user equipment (UE) such as a wireless device, emergency payloads for non-voice emergency services (NOVES). The examples include receiving, at a UE, an emergency payload associated with a NOVES that may include an emergency indicator, a voice message, a video or a text message. An attempt may be made to deliver the emergency payload to a public service answering point (PSAP) and if the attempt is not successful, the emergency payload may be stored at the UE. A number of reattempts may be made to deliver the emergency payload to the PSAP if the attempt is not successful. Based on an acknowledgement of delivery of the emergency payload to the PSAP or aborting reattempts to deliver the emergency payload, the stored emergency payload may be removed from the UE.
