    Abstract: The present disclosure relates to a user equipment (UE), comprising a processor, which determines that a transmission of small data is to be performed. The UE is in an inactive state with at least one data connection to a radio base station. The UE is assigned at least with a cell-specific UE identification and a non-cell-specific UE identification. The processor determines which UE identification to use for the small data transmission, based on whether the UE, after having transitioned to the inactive state, has moved to the current radio cell from another radio cell. In case the UE has moved to the current radio cell from another radio cell, the non-cell-specific UE identification is used. In the other case, the cell-specific UE identification is used. A transmitter transmits a control message including the determined UE identification and transmits the small data using one of the at least one data connection.

    Abstract: The present disclosure relates to a mobile terminal for performing cell (re-)selection in a system with at least two suitable cells, each with a plurality of beams. The terminal is in a normal- or a high-mobility state. The terminal measures a signal quality of the beams of each of the suitable cells, determines the cell quality based on the respective measured signal qualities of the beams; and (re-)selects that cell based on a cell (re-)selection criterion using the determined cell qualities. The cell quality is determined for each one of the suitable cells as a sum of the measured signal quality of the beam, with the best signal quality, and a combined beam quality value for the other beams. The combined beam quality value is scaled with a scaling factor which changes depending on the mobility state such that the combined beam quality value is scaled-up in the high-mobility state and scaled-down in the normal-mobility state.

Further, the common timing advance value is received from the source base station in a first message of the handover procedure, which also comprises a timing indication for transmitting a second message from the UE to the target base station. Then, a processor of the UE determines a first uplink timing of uplink transmissions to the target base station with respect to downlink transmissions from the target base station, based on the received common timing advance value and the timing indication.
