The cutting device includes a cutter head having a central aperture and a stationary body having a channel extending therethrough. The stationary body extends through the central aperture of the cutter head. The cutter head is rotatable between a first configuration and a second configuration relative to the stationary body. The cutting device also includes first and second substantially parallel blades fixed to the stationary body. In the first configuration, the first blade is a first distance from the second blade. In the second configuration, the first blade is a second distance from the second blade. The cutting assembly is connected to a drive mechanism with a driver and an actuator. The actuator connects the cutter head to the driver. Engagement of the driver rotates the actuator, which rotates the cutter head.

Specifically, the disclosed method and system entail proactively seeding (or deploying) resources to edge nodes of a content delivery network based on prospective information sources such as, for example, travel itineraries, map route plans, calendar appointments, etc. Resource delivery deadlines and destinations may be derived from these prospective information sources in order to preemptively direct and cache resources near these resource delivery destinations (i.e., geo-locations) prior to or by the expected times (i.e., future point-in-times) during which a resource requestor and/or consumer is anticipated to be positioned at or within proximity to the resource delivery destinations. Through proactive seeding of resources, which may reflect content or service functionalities, reduced latency may be observed at least with respect to requesting the resources from the content delivery network.

The arms are configured to move from closed to open when a force is applied on the housing's backside so that depression of a flexible indentation or membrane causes associated arms to spread open and receive harness components. Furthermore, arms may move from open to closed position when an applied force is released on a flexible membrane so that a received harness component becomes secured between arms.
