A radiation reflecting colored dry polymer modified cement mixture may be applied as a thin overlay (e.g., thicknesses of approximately ?th inch, thickness between 1/75th to 1/16th inch) on the substrate to provide a long-lasting solution for reducing temperature. The dry polymer modified cement mixture is prepared by mixing a dry polymer modified cement blend (ordinary Portland cement, aggregate, polymer powders and pigments) with water.

An extendable auxiliary float can be extended outward from each compartmented pontoon for increased stability in floating operations.
