The method includes a terminal sending a first Radio Resource Control (RRC) message to a first node and receiving a second RRC message sent by the first node. The method also includes the terminal determining, according to a locally stored measurement result, whether the second node meets a target requirement. The method further includes if the second node does not meet the target requirement, the terminal carrying first indication information in a third RRC message sent to the first node. The first indication information is used for indicating that the second node is not accepted by the terminal.

If the base station itself does not support E-DPCCH power boost capability, the base station configures its resources accordingly and performs the channel estimation by using DPCCH.

A cell identity of a neighboring cell of a source cell and event information of the neighboring cell that is recorded by the terminal before the connection failure occurs is sent by the terminal to a base station that controls a cell where the RRC connection is re-established. Technical solutions provided in embodiments of the present invention may help improve the accuracy of mobility parameter adjustment on a network side and further improve the terminal handover efficiency.
