When the first backhaul connection is determined to be congested, the method also includes preventing the first base station from connecting the mobile device to the core network.

    Abstract: To address limitations of conventional packet buffer management strategies, the various embodiments provide methods implemented by a processor operating on a VoIP receiver device for managing media packet rejection logic on the receiving device to improve audio playout. The embodiment methods enhance the likelihood that a receiver device will buffer (rather than reject) an incoming media packet by maintaining a history of previously rejected media packets (i.e., a packet rejection history) and referencing the packet rejection history when determining whether to reject or to accept an incoming packet the receiver device has just received. Thus, the various embodiments may reduce gaps in playback by avoiding unnecessary packet rejections and may promote an overall increase in playout quality.

    Abstract: A process for producing polymeric films by applying a liquid composition onto a surface of a substrate under vacuum conditions in a vacuum chamber. The composition has a first component which is polymerizable or crosslinkable in the presence of a sufficient amount of an acid; and a cationic photoinitiator which generates an acid upon exposure to ultraviolet radiation, electron beam radiation or both to cause polymerizing or crosslinking of the first component. A gas which emits ultraviolet radiation upon exposure to electron beam radiation is introduced into the vacuum chamber. The composition and the gas are exposed to electron beam radiation to cause the cationic photoinitiator to generate an amount of an acid to cause polymerizing or crosslinking of the first component. The composition is exposed to both electron beam radiation and gas-generated ultraviolet radiation and cured.

The access terminal may then detect new data for transmission to the access network and responsively select a reverse-link data rate based on the monitored level of loading. In this respect, the access terminal may select (a) a first data rate (e.g., a reverse-link data rate at which the access terminal last transmitted data) if the access terminal detects a low load, and (b) a second data rate (e.g., a minimum available reverse-link data rate) if the access terminal detects a high load, where the second data rate is lower than the first data rate. The access terminal may also consider its location in selecting the reverse-link data rate.

In addition, the frequency of establishing communication channels between the sensor electronics module and the display devices can vary depending upon whether reference calibration information is being updated.

    Abstract: A wireless network allocates uplink resources to wireless communication devices (WCDs) based on power headroom reports, with more resources being allocated to WCDs reporting greater power headrooms. Each WCD may determine a respective power headroom as a difference between its maximum transmit power and a transmit power requirement for its current uplink resource allocation. However, a WCD may report an adjusted power headroom that is obtained, for example, by decreasing its respective power headroom by an adjustment value. The WCD may then receive an uplink resource allocation that is based on the adjusted power headroom that it reported. The adjustment value could be based on a priority level of the WCD, a priority level of data to be transmitted by the WCD, and/or an instruction from the wireless network. In one example, basic-priority WCDs report adjusted power headrooms so that more uplink resources are available for high-priority WCDs.
