The discrete microdroplets are prepared by dispersing the oil, preferably a silicone, in water, adding the water-soluble vinyl monomer, preferably vinylpyrrolidone, and polymerizing the monomer in situ such that the oil is stabilized in the resulting polymer solution as discrete microdroplets.
