    Abstract: Customized transactional cards are created in one of various ways. The card holder may obtain a blank transactional card already having an encoded account number, create a customized design, and then apply the customized design to the blank transaction card such as by printing the design onto a label to be applied to the blank transactional card or directly onto the card. The card holder may obtain a blank transactional card which has not yet been authorized with an account number, create a customized design, apply the customized design to the transactional card, and at some point send the transactional card to the card issuer where it can be authorized by having an account number applied to it and then returned to the card holder. The card holder may access a web site to create a customized design and then the card issuer creates the transactional card according to the customized design and sends the transactional card having an encoded account number to the card holder.

    Abstract: Traffic is controlled by sensing a current state of traffic and comparing it to a common state of traffic to determine deviations. A control scheme is determined based on the deviations, and control signals representative of the control scheme are generated to optimize the flow of traffic. The current state of traffic for an intersection or other advantageous monitoring location may be considered relative to a common state at the intersection or other location as well as relative to a current state of traffic at nearby locations, adjacent intersections, and locations where sensor equipped vehicles are traveling. Sensing occurs over time so the control scheme may be optimized based on consideration of historical data.

    Abstract: Systems and methods for restricting the use and movement of telephone system devices are presented. The system includes an interface configured to allow telephone calls to a limited set of telephone numbers or area codes. The interface may be configured to detect a number during a call attempt and compare the number to a stored sequence list of allowed numbers. If the detected number matches one of the allowed numbers, the call attempt is allowed to continue. However, if the detected number does not match a number in the stored sequence list, the call attempt is blocked. The interface may also be configured to restrict the movement of a cellular telephone based on received location data, configured with a physical lock to prevent removal from a docking station, or configured to generate a locking signal inhibiting use of the telephone after it has been moved greater than the predetermined distance.
