A first, second, and third image is captured at the same time by a first, second, and third camera consecutively located at certain intervals. Data is encoded and transmitted for one of the first and third image, data regarding non-transmission of a residual image created, when the residual image is lower than the threshold value, and the residual image, when the residual image is higher than the threshold value. Thus, the compression rate is increased since data compressed for the second image is not transmitted at the time when a difference between an intermediate image and the second image is lower than the threshold value.
