    Abstract: A system and method in a cellular telecommunication network for indicating tariff-related information to an end user having the ability to access network areas with different charging tariffs. In one embodiment, a Charging Indication Data Base (CIDB) in the access network stores charging indications for different combinations of end users and cell identities, and a Rate Indication Data Base (RIDB) stores tariff information for the core network. When the end user accesses the cellular network through an identified cell, a radio network controller (RNC) retrieves a charging indication from the CIDB and sends it to a Mobile Switching Center (MSC). The MSC uses the charging indication to retrieve tariff-related information from the RIDB and sends it to the end user. The CIDB and RIDB may also be co-located in the core network.

    Abstract: Localized areas within a cell of a cellular wireless communication network, wherein users experience high traffic loads or poor coverage, are automatically detected and positioned by a network-based monitoring and positioning method. The localized areas are detected by performing measurements (e.g., TAdv, AOA, and neighbor node measurements) on User Equipment (UE) indicating or recording a network capacity or coverage deficiency. The detected, localized area of deficient performance is then positioned (e.g., in latitude and longitude), such as by positioning one or more UE within the area. The deficient network capacity or coverage, the localized area in which it is concentrated, and the position of the localized area are then reported, with a recommendation to deploy a low-power serving node within the localized area (e.g., at or near the area reported position) to alleviate the capacity or coverage deficiency, while minimizing interference with communication services to other users within the cell.

    Abstract: A method, User Equipment (UE), and first base station serving a first cell for performing an access request by the UE for operatively connecting the UE to a second cell. The UE obtains radio quality parameters indicating quality of radio reception between the UE and the first and second cells. Based on the obtained radio quality parameters, it is determined whether the UE is in a link imbalance zone where the UE has an option to be connected to both the first cell and the second cell. If so, the UE sends access request information, to the first base station and indicates availability of the UE to be redirected to the second cell. The first base station may redirect the UE to the second cell when a load of the first cell meets pre-defined load criteria.
