The first and the second detecting units detect the controlled system to output a first and a second feedback values corresponding to the control variable. The feedback control unit controls the controlled system according to the differential value of the first or the second feedback value and a predetermined value to stabilize the controlled variable to the predetermined value. The absolute differential value of the first and the second feedback values determines if detecting units are regular. When the absolute differential value is smaller than an error value, the controlled variable is controlled according to the first feedback value.
