    Abstract: A method and apparatus remove noise from video or still image signals by rebuilding video or still image signals received via a communication channel in blocks and converting the blocks into data in the frequency domain. The noise reduction method includes: classifying a received original signal into predetermined size blocks; decomposing a received signal into a predetermined number of equal sized blocks; generating at least one rebuilt signal by removing first predetermined numbers of pixels from the beginning of the decomposed signal and second predetermined numbers of pixels from the end of the decomposed signal; and removing noise in the frequency domain by converting the original signal and the rebuilt signals into signals in the frequency domain. As a result, noise in still image and video signals is effectively removed.

    Abstract: Provided are a video encoding/decoding method, in which a motion between interlaced video frames is estimated and/or compensated, and a video encoding/decoding apparatus. In this method, first, a macroblock and a search range are received, and a frame motion vector for each integer pixel is estimated. Next, if the vertical component of the estimated frame motion vector is an odd value, the bottom field pixels in the received macroblock are matched with top field pixels in a reference frame that correspond to motion vectors obtained by scaling the vertical component of the original motion vectors depending on a field-to-field distance. If the vertical component of the original frame motion vector is an even value, the top or bottom field pixels in the received macroblock are matched with the top or bottom field pixels in the reference frame that correspond to the original frame motion vector.

In the method to encode the moving picture data the moving picture data having a plurality of frames is segmented into a group of pictures (GOP) including an I frame (intrapicture), a B frame (bi-directionally predicted picture), and a P frame (predicted picture) and is encoded. A boundary between shots is extracted from the inputted video data. The method and apparatus determine whether a frame to be encoded is a first frame (boundary frame) of a next shot. The GOP is terminated in a frame (previous frame) right before a key frame, and a new GOP starts from the boundary frame when the frame to be encoded is the boundary frame.

This composition is applied to a PCB at 10-60° C. for 1-10 min. The conversion coating film is superb in adhesive strength, acid resistance, and adhesion and can be formed with ease.
