The first condition includes that a priority of the second data frame is higher than a priority of the first data frame. The method includes: determining that a status of a first device is a first status; and sending first indication information, where the first indication information is used to indicate whether access of at least one second device to the first device is allowed. A system broadcast message carrying system status information is sent, so that after a non-vehicle-mounted device receives the system broadcast message, the non-vehicle-mounted device determines, based on the system status information, whether to initiate a random access request. This avoids impact, caused by random access request initiation performed by the non-vehicle-mounted device in this phase, on checking a status of a vehicle-mounted device performed by a CDC and self-check and access performed by the vehicle-mounted device.
