    Abstract: This application discloses a communication method, apparatus, and system. In the method, a terminal device receives first indication information from a first access network device, where the first indication information indicates that the first access network device is currently not connected to a core network device. The terminal device stores a context of the terminal device based on the first indication information after the terminal device accesses the first access network device, so that the terminal device can access a second access network device based on the context of the terminal device after the first access network device stops providing a service for the terminal device. In the foregoing solution, efficiency of accessing an access network device by the terminal device can be improved, so that a delay in setting up a connection to a network side by the terminal device is shortened.

In this way, duration for measuring the SSB by the terminal can be effectively reduced, and power consumption of the terminal can be reduced.
