    Abstract: A method and apparatus improve Voice over Internet Protocol (VOIP) call setup success rate and latency. The method provides for attempting a mobile originated packet switched call, by a user equipment (UE), across a packet switched network with a transmission control protocol (TCP) connection of the Internet Protocol multimedia subsystem (IMS) session. A silent redial of the mobile originated packet switched call is performed in response to a failure of the mobile originated packet switched call, via a circuit switched network. A keep alive message is transmitted over the packet switched network after the circuit switched network call, which allows reconnection to the packet switched network.

    Abstract: A hard disk supporting structure is provided. The hard disk supporting structure includes a hard disk rack, a telescopic connecting rod, and a motor. The hard disk rack is for disposing at least one hard disk. An end of the telescopic connecting rod is connected to a rear end of the hard disk rack. The motor is connected to the other end of the telescopic connecting rod through a transmission mechanism; the motor drives the telescopic connecting rod to extend or retract through the transmission mechanism, to drive the hard disk rack to move back and forth.     Abstract: The present disclosure provides a method and device for dynamic recognition of emotion based on facial muscle movement monitoring, including: obtaining muscle movement data on one side and continuous frame images on the other side; obtaining multiple emotional states related to emotions, associating each emotional state with its corresponding continuous frame images, associating each emotional state with the muscle movement data corresponding to the continuous frame images at the same location and at the same time, to form a training set, building an emotion recognition model; inputting the muscle movement data and continuous frame images obtained in real time into the emotion recognition model to obtain a corresponding emotional state. This method builds an emotion recognition model through muscle movement data and continuous frame image, and uses motion data to make up for the parts of small action images that cannot be collected, thereby obtaining accurate emotion detection results.

    Abstract: A tidal current energy converter including an infinitely variable transmission (IVT) control system and a hybrid vertical axis wind (or water) turbine (VAWTs) apparatus. The hybrid VAWT apparatus includes a modified-Savonius (MS) rotor in the central region and a straight bladed H-type Darrieus rotor in the surrounding annular region. The IVT control system includes a nonlinear closed-loop control combined with an integral time-delay feedback control to adjust a speed ratio of the IVT. A speed ratio control for an IVT system involves a forward speed controller and/or a crank length controller for different speed ranges. The time-delay control is designed to reduce speed fluctuations of the output speed of an IVT with an accurate speed ratio. The speed ratio of an IVT with the disclosed control strategy can achieve an excellent tracking response for the desired constant output speed and reduce speed fluctuations of the output speed of an IVT by the time-delay feedback control.
