    Abstract: An embodiment of this application provides a power control method. The method includes: receiving, by a first node from a second node, first power control information associated with a first resource pair link; and sending, by the first node, a first signal to the second node by using a first transmission resource corresponding to the first resource pair link, where transmit power of the first signal is obtained based on the first power control information. An association relationship is established between power control and a resource pair link, so that power control on a resource pair link granularity can be implemented, different power control can be performed based on different channel features, and more accurate transmit power is obtained. In addition, various signals are transmitted on resources corresponding to different resource pair links, so that different power control values can be set for the various signals.

The second TA option indicates indirect initial GF UL data transmissions with the UE initiating TA reference signaling for updating a TA parameter of the UE. The UE performs an initial GF UL data transmission to the base station based on the TA instruction.

    Abstract: Embodiments of this application provide a grant-free resource allocation method, used by user equipment to perform grant-free communication based on a first UE ID corresponding to a first cell, without initiating a resource reconfiguration request to a second network device for resource reconfiguration. The method in the embodiments of this application includes: when user equipment moves from a first cell to a second cell, obtaining, by the user equipment, an ID that is of a second grant-free resource area to which the second cell belongs and is broadcast by a second network device; and if the ID of the second grant-free resource area is the same as a preobtained ID of a first grant-free resource area to which the first cell belongs, performing, by the user equipment, grant-free communication based on a first UE ID corresponding to the first cell.
