    Abstract: This application provides a communications method and device. The communications method includes: determining a first frequency band and a second frequency band in an operating frequency band; and transmitting a first-type frame in the first frequency band, and transmitting a second-type frame in the second frequency band, where the first-type frame is used to carry a first-type service, the second-type frame is used to carry a second-type service, and the second-type frame and the first-type frame have different frame structures. Therefore, in embodiments of the present application, different frame structures are used in different frequency bands in the operating frequency band, and different services are carried by using the different frame structures, thereby meeting transmission requirements of different types of services.

The second TA option indicates indirect initial GF UL data transmissions with the UE initiating TA reference signaling for updating a TA parameter of the UE. The UE performs an initial GF UL data transmission to the base station based on the TA instruction.

According to embodiments of the present disclosure, when a terminal transmits data or signaling that is discontinuous and has a relatively small length, consumption of network signaling resources is reduced, so that a normal network service properly runs.

After the target network device obtains the user information of the terminal device, the target network device sends the data to a gateway. By using the data transmission method, the network device, the terminal device, and the base station disclosed in this patent application, the terminal device can still properly perform data transmission during movement.
