    Abstract: System and apparatus are provided to adjust resource configuration. In one aspect, a radio network controller sends configuration information of an uplink common enhanced dedicated transport channel E-DCH resource pool to a base station, where the configuration information of E-DCH resource pool includes information of a first resource pool to which a first transmission time interval corresponds and information of a second resource pool to which a second transmission time interval corresponds. The base station sends indication information according to usage of at least one of the first and second resource pools to the radio network controller. Configuration of the first resource pool can be adjusted according to the indication information. The size of the resource pool can be dynamically adjusted in instances where a plurality of transmission time intervals coexist.

Therefore, in the embodiments of the present invention, NAS/L3 signaling of a second communications network is transmitted over the first connection that is established in a first communications network, so that a service can flexibly switch between different RATs, and the system efficiency is improved.

The method includes: an anchor RAN establishes a connection with a User Equipment (UE); the anchor receives a RAB establishment request from a Core Network (CN); the anchor RAN selects an auxiliary RAN; the anchor RAN sends quality of service (QoS) parameters to the auxiliary RAN, so that the auxiliary RAN establishes a connection with the UE according to the QoS parameters, while the anchor RAN keep the connection with the UE. With the methods provided in embodiments for the present disclosure, multiple RANs convergence is implemented, and the UE establishes connections with the anchor RAN and the auxiliary RAN at the same time, so as to improve the peak rate of the UE.

A base station receives uplink data sent from a user equipment in an idle state or a cell forward access channel state on an enhanced dedicated transmission channel. The base station determines a transmission time interval (TTI) used by the user equipment for sending the uplink data, and sends the uplink data and a transmission time interval indicator in an enhanced dedicated transmission channel data frame to a radio network controller. The radio network controller acquires the TTI, thereby ensuring that the radio network controller selects and configures an appropriate TTI for the user equipment when the user equipment transits from the Cell_FACH state to the Cell_DCH state.

When a radio link failure occurs in user equipment in a current cell, if security information is activated, the user equipment initiates a radio resource control (RRC) connection re-establishment process. If a re-establishment cell is selected before a re-establishment timing times out, the user equipment sends an RRC connection re-establishment request to a network device, and records an identifier of the re-establishment cell in a radio link failure report. The user equipment sends the radio link failure report to the network device, so that the network device determines, according to the radio link failure report, a reason why a radio link failure occurs in the user equipment.
