    Abstract: In an aspect of the disclosure, a method, a computer-readable medium, and an apparatus are provided. The apparatus may be a second base station. The second base station receives a measurement report and a cell identifier, associated with a first base station, from a UE. The second base station determines, based on the cell identifier, that the first base station is in a dormant state. The second base station sends an activation request to the first base station, based on the measurement report, to prompt the first base station to transition from the dormant state to an active state. The second base station further includes handing off the UE to the first base station.

    Abstract: Methods, systems, and devices for soft hybrid automatic repeat request operation in wireless communication are described. A user equipment (UE) may fail to decode a received signal, for example. The UE may store a portion of the signal in a buffer if the signal size is greater than the buffer size; otherwise, the UE may store the entire signal in the buffer. The UE may then receive a second signal and combine the second signal with the stored portion of the first signal; the combined signal may be larger than the buffer size. This combined signal may, for example, have a code rate less than the first signal. The UE may perform a second decoding attempt on the combined signal. The UE may determine that the second decoding attempt failed and may store a portion of the combined signal in the buffer.

A first method includes receiving a primary synchronization signal (PSS) from a base station over an unlicensed radio frequency spectrum band. The PSS may be received on adjacent orthogonal frequency division multiplexing (OFDM) symbols of a first subframe of a downlink transmission. A user equipment (UE) may be synchronized with the base station based at least in part on the received PSS. A second method includes receiving a channel usage indicator over an unlicensed radio frequency spectrum band, and determining at least one OFDM symbol to monitor based on a time associated with the received channel usage indicator. A PSS may then be received from a base station over the unlicensed radio frequency spectrum band during the determined at least one OFDM symbol, and a UE may be synchronized with the base station based at least in part on the received PSS.

A device may distinguish a preamble sent from a device configured for a first RAT (e.g., WLAN, Wi-Fi, etc.) from a preamble sent from a device configured for a second RAT (e.g., LTE, LTE-A, LTE-U, etc.). A wireless device associated with a second RAT may transmit a dual-use preamble over a contention-based frequency channel. The dual-use preamble may function as a valid preamble for a first RAT and may be received and decoded by devices associated with the first RAT in addition to devices associated with the second RAT. The dual-use preamble may also include a signature associated with the second RAT. The signature may be embedded with the preamble such that it minimizes interference with the valid preamble and be detected by devices associated with the second RAT.

Different types of uplink channels, such as a physical uplink control channel (PUCCH), physical uplink shared channel (PUSCH) and/or a physical random access channel (PRACH) may be allocated to interlaces of RBs in one or more subframes of a transmitted radio frame.

    Abstract: The described aspects include methods and apparatus for activating a transmitter to communicate in a wireless network. A small cell can determine to activate the transmitter to serve user equipment (UE) in a wireless network. The small cell can then broadcast a portion of a set of broadcast signals in a radio frame and broadcast a remaining portion of the set of broadcast signals along with the portion of the set of broadcast signals in a subsequent radio frame. By refraining from immediately broadcasting all broadcast signals, the small cell can mitigate interference to other small cells. In addition, a UE can determine whether to generate random access channel (RACH) sequences for proximity determination or uplink timing synchronization based on parameters received in a RACH order. Moreover, a small cell with an active transmitter can decode discovery signals from a device to facilitate handover determination.
