Solutions provided by the embodiments of the present disclosure are applicable to a process in which UE accesses a network.

An uplink subframe on some carriers is rejected, thereby resolving a problem that information such as a downlink channel characteristic of a carrier cannot be obtained when no uplink reference signal is sent on the carrier.
