    Abstract: Neighbor cell hearability can be improved by including an additional reference signal that can be detected at a low sensitivity and a low signal-to-noise ratio, by introducing non-unity frequency reuse for the signals used for a time difference of arrival (TDOA) measurement, e.g., orthogonality of signals transmitted from the serving cell sites and the various neighbor cell sites. The new reference signal, called the TDOA-RS, is proposed to improve the hearability of neighbor cells in a cellular network that deploys 3GPP EUTRAN (LTE) system, and the TDOA-RS can be transmitted in any resource blocks (RB) for POSCH and/or MBSFN subframe, regardless of whether the latter is on a carrier supporting both PMCH and POSCH or not. Besides the additional TDOA-RS reference signal, an additional synchronization signal (TDOA-sync) may also be included to improve the hearability of neighbor cells.

An embodiment method includes dividing a geographical area into a plurality of geographical bins, setting up a plurality of zones for a cell based on a plurality of boundary thresholds, receiving a plurality of signal measurements from a plurality of user equipments across the geographical bins, classifying the geographical bins into the different zones by comparing the signal measurements to the boundary thresholds of the zones, calculating a plurality of gain adjustments for the corresponding geographical bins in at least some of the zones, and generating a beam shaping pattern based on the gain adjustments.

The storage device stores a mapping between the telephone number, a mobile static identifier corresponding to a user of the wireless access terminal and a destination address corresponding to an IP address of the wireless access terminal in the 1xEV-DO network. The central processing unit is in communication with the storage device. The mapping between the telephone number and the IP address is based on a correspondence between the telephone number and the mobile static identifier.
