    Abstract: A method, system and program product which improves the QoS and GoS of voice and data traffic on an integrated communications network. An RF spectrum allocation application/algorithm provides initial allocation of a percentage of available spectral resources to current voice and data traffic. Each allocated percentage is bounded by a sliding window, which adjusts its location based on the changing need for the resources. Thus, a voice sliding window dynamically adjusts its location to provide additional spectral resources to voice traffic when the voice traffic increases and provides less spectral resources when the voice traffic decreases. Likewise, a data sliding window dynamically adjusts its location to provide additional spectral resources to data traffic when the data traffic increases and provides less spectral resources when the data traffic decreases. The size of each window is determined by input parameters.

    Abstract: A mobile communications network includes a plurality of cells and cell sectors in each cell. Carrier frequencies for carrying beacon control signaling, such as a broadcast control channel (BCCH), are assigned from the entire band of available carrier frequencies. The same carrier frequencies are assigned to carry traffic channels. This arrangement enables the use of one carrier frequency to communication beacon control signaling in one cell segment, while also allowing the use of the same one carrier frequency to communicate bearer traffic in another cell segment, thus affording substantial increases in network capacity that has heretofore not been possible in networks in the absence of significant infrastructure buildout or modification.

The mobile telephone communication network has multiple cells, with each of the cells having a base station coupled to at least one antenna. A cell is initially divided into a number of sections. A location information and a signal information, such as a received signal strength indication, is then collected at each of the sections within the cell. The collected location information and signal information are subsequently processed into a signal information profile database. Utilizing the signal information profile database, the section within the cell at which a mobile telephone is located can be determined.

By comparing the different received signal powers an optimal receiver unit location is determined. Further, by building further image trees for further transmitter locations, an overall coverage quality can be determined for each transmitter and compared to yield an optimal transmitter location.
