The controller controls the occlusion rate of hydrogen in the nanocomposite metal material accommodated in the reactor to a value within a range of 1.0 or more and 3.5 or less by controlling the cutoff unit during an exothermic reaction to stop the supply of hydrogen into the reactor when the occlusion rate of hydrogen in the nanocomposite metal material based on a measurement result obtained with the measurement unit approaches a predetermined value and to resume the supply of hydrogen into the reactor a predetermined time after.
