If the radio access network unit determines that the identifier information is invalid, the radio access network unit allocating a Serving CN Node to the mobile terminal and sending the non-access stratum message to the Serving CN Node; c. After the Serving CN Node receives the non-access stratum message, if determining that a registration request of mobile terminal can be accepted, the Serving CN Node sending a success response message to the mobile terminal, and the message carrying identifier information of current Serving CN Node; d. The mobile terminal saving the new identifier information.

Abstract: The present invention provides a method for provisioning and installing event triggers, which is applied to an evolved packet system. The method comprises: a policy and charging rules function entity provisions event triggers to a bearer binding and event reporting function entity based on gateway control session level; after receiving the provisioned event triggers, the BBERF installs or updates the event triggers. An evolved packet system is further provided.

Abstract: A method for establishing a session is disclosed, in which the first policy server sends a request message to the second policy server when needing to establish the session with the second policy server, for requesting the second policy server to initiate and establish a session with the first policy server; the second policy server initiates and establishes the session with the first policy server, based on the request message. A system for establishing a session is also disclosed. With the disclosure, even if the first policy server cannot establish a session with the second policy server, it may send a request to the second policy server, for requesting the second policy server to establish the session. Therefore, the session is established more flexibly. In addition, in the case that the session established by the second policy server is applicable to policy control, the effectiveness of session establishment is improved.

Abstract: A control method for H(e)NB access and a H(e)NB gateway are provided in the present invention. The method includes the following steps: a H(e)NB gateway interacting with a Broadband Policy Control Framework (BPCF) through a H(e)NB policy function, and requesting for the admission control of a fixed broadband access network; the BPCF returning the result of the admission control to the H(e)NB gateway through the H(e)NB policy function. The present invention performs policy control for the service access of the User Equipment (UE) accessing via the H(e)NB.

Abstract: A method for selecting a policy and charging rules function entity in the non-roaming scenario includes the following steps: when a diameter routing agent DRA receives an indication message of the IP connectivity access network IP-CAN session establishment, the indication message is forwarded to a PCRF according to the related relationship which is set up and saved for allocating the policy and charging rules function PCRF entity to the IP-CAN session; and the corresponding policy and charging control PCC policy, which is made for the IP-CAN session by the PCRF, is forwarded to the provider's IP application function AF and the network element, which has policy and charging enforcement function, corresponding to the IP-CAN session.

When a UE accesses a 3GPP system through a roaming architecture, upon receiving a session establishment request message sent by a PCC client located in the visited network, the DRA in the visited network forwards the message to a selected PCRF of the visited network according to the records stored locally or instructs the PCC client to transmit the session establishment request message to the selected PCRF of the visited network; and the PCRF of the visited network forwards the session establishment request message to a DRA of a home network, then the DRA of the home network forwards the message to the selected PCRF of the home network according to the records stored locally or instructs the PCRF of the visited network to transmit the session establishment request message to the selected PCRF of the home network.

Abstract: The present invention discloses a method for controlling establishment of a local IP connection, and the method includes: when an access gateway determines that data or application of a terminal needs to be offloaded, informing the terminal that a local IP connection needs to be established via a mobility management entity and a radio side network element by a bearer modification, or informing a radio side network element or a local gateway of a routing policy via a mobility management entity. The present invention also discloses a system for controlling establishment of a local IP connection. The present invention enables the terminal to instantly acquire whether a local IP connection needs to be re-established, can realize dynamic adjustment of local IP data; meanwhile, the present invention can realize dynamic adjustment of local IP data and dynamic establishment of the local IP connection in the case of the local IP connection.

Abstract: The disclosure discloses a method for Policy and Charging Control (PCC) based on a time period, which comprises: when a Policy and Charging Rule Function (PCRF) entity provides Quality of Service (QoS) rules to a Bearer Binding and Event Reporting Function (BBERF) entity, a time indication of activation and/or deactivation of the QoS rules is provided at the same time. The disclosure also discloses a system for PCC based on a time period, which comprises: a providing unit located in the PCRF entity and configured to provide QoS rules and a time indication of activation and/or deactivation of the QoS rules to the BBERF entity at the same time. The disclosure ensures the consistency between the time of activating the QoS rules by the BBERF entity and the time of activating the PCC rules by the Policy and Control Enforcement Function (PCEF) entity, and the technical scheme is simple and practical.

Abstract: The present disclosure discloses a method for implementing usage monitoring control, a total allowanced usage is prestored in a Subscription Profile Repository (SPR), the SPR sets an allowanced usage threshold according to a request from a Policy and Charging Rules Function (PCRF) and distributes the set allowanced usage threshold to the PCRF; the PCRF makes a usage monitoring policy according to the obtained allowanced usage threshold; after receiving a usage report of the PCRF, the SPR deducts a consumed usage from the total allowanced usage shared by multiple users. The present disclosure also provides a system for implementing usage monitoring control. Through the solution of the present disclosure, when multiple users share a total allowanced usage, PCRF simultaneously monitors the usage on the multiple users according to the total allowanced usage, thereby avoiding conflicts in policy and charging controls.

Abstract: A method and apparatus for status transition are provided in the disclosure, which enable a wireless side network element to judge that a service request message is a paging response message after receiving the service request message, transmit an initial user equipment message to a mobility management entity, and indicate that the service request message is valid in the initial user equipment message. The method and apparatus of the disclosure solve the problem that the mobility management entity is unable to make a correct judgment and corresponding logical processing, and improve processing efficiency of the mobile communication system effectively.

Abstract: The present invention discloses a method and system for acquiring routing strategy. In the solution of the present invention, a routing strategy provision unit sends routing strategies of local IP access to radio side network elements; the radio side network elements receive the routing strategies of local IP access. With the solution of the present invention, the radio side network elements are able to acquire the routing strategies of local IP access at the network element level or the user level, so that the radio side network elements transmit data according to the routing strategies, and the radio side network elements can effectively offload the data with the acquired routing strategies. Besides, in the solution of the present invention, the routing strategies might be for users, that is, different routing strategies might be made for different users, thereby improving the user experience and promoting generalization and popularization of services.

Abstract: The present invention provides a charging method, including: a mobility management network element obtaining charging policy information of a terminal from a user subscription data network element; an access network element obtaining the charging policy information of the terminal from the mobility management network element; and the access network element storing the charging policy information of the terminal, and charging for services of the terminal according to the charging policy information. Accordingly, the present invention also provides a charging system, an access network element and a mobility management network element. Abstract: A method for performing policy and charging control in different roaming scenarios includes: establishing multiple Packet Data Network (PDN) connections to the same Access Point Name (APN), and performing relocation of a Bearer Binding and Event Report Function (BBERF) after establishing multiple PDN connections to the same APN. This method implements the policy and charging control on multiple PDN connections established to one APN in the roaming scenarios of the home routed and local breakout.

Abstract: The invention provides a method for a Bearer Binding and Event Report Function (BBERF) relocation, which is used in a process of the BBERF relocation after establishing a first Internet Protocol (IP) Connectivity Access Network (IP-CAN) session for User Equipment (UE) and establishing a first gateway control session, a first Gx session, an S9 session and a first subsession of the S9 session which are used to perform policy control to said first IP-CAN session in an Evolved Packet System. In the process of the BBERF relocation, a subsession of the S9 session established before handover of UE is linked to the gateway control session established between the destination BBERF and the visited PCRF and the corresponding Gx session according to the session identity information, thereby achieving deferred linking of policy and charging sessions in roaming scenarios of home routed and local breakout.

Abstract: The present invention discloses a method for a bearer binding and event report function relocation so as to implement deferred linking of the policy and charging control session in the roaming scenario. The present invention implements the deferred linking of the policy and charging control session in roaming scenarios of home roaming and local breakout by establishing a new subsession of the S9 session between a visited PCRF and a home PCRF in a process of the BBERF relocation, and linking the new subsession of the S9 session to the Gxx session established between the destination BBERF and the visited PCRF and the corresponding Gx session.
