    Abstract: Embodiments provide an information transmission method, a base station, user equipment, and a system, which relate to the field of information transmission. The method includes: determining a characteristic parameter of user equipment; determining, according to a correspondence between a characteristic parameter and a resource configuration, a resource configuration corresponding to the characteristic parameter of the user equipment, and using the resource configuration corresponding to the characteristic parameter of the user equipment as a first resource configuration, where the first resource configuration includes one or more types of the following sub-configurations: a spreading resource configuration, a random access preamble format configuration, a narrowband resource configuration, and a frequency hopping pattern configuration; and determining a resource according to the first resource configuration, and performing information transmission with the user equipment by using the resource.

Therefore, the base station and user equipment may send and/or receive information on a suitable time-frequency resource and power configuration according to the channel loss magnitude, thus, the resource allocation is optimized, and the power consumption is saved.
