An access network device determines that a first beam of a first cell meets a load migration condition, and the access network device evaluates performance of the first terminal device on N candidate beams based on information about the N candidate beams. When determining, based on the result of the evaluation, that a first candidate beam satisfies a performance requirement in the N candidate beams, the access network device migrates the first terminal device to a second cell to which the first candidate beam belongs.

During the reset stage of a residual amplifier, the energy storage module is charged under the action of a reset voltage.
