FIG. 6 is a sixth image in a sequence thereof;

The broken lines inside the transitional graphical user interface depict portions thereof that form no part of the claimed design. The appearance of the transitional graphical user interface sequentially transitions between the images shown in FIGS. 1-8 and 9-16, respectively. The process or period in which one image changes from one image to another forms no part of the claimed design.

The ornamental design for a display screen or portion thereof with a transitional graphical user interface, as shown and described.
